The communal village in Rosh Ha’ayin serves as a lifelong home for its 240 residents with varying levels of functioning. Perach was entrusted with the responsibility of managing the village in April 2022 by Welfare Minister Meir Cohen, following a severe abuse scandal under the previous administration. To rehabilitate the village, Perach invested substantial resources in both physical renovations and organizational restructuring, all tailored to meet the specific needs of the residents.
The outbreak of war on October 7, 2023 significantly heightened the urgency of providing sufficient protection for the village’s residents and staff. The challenges in safeguarding our special needs residents are immense. Many are wheelchair-bound or have other disabilities, making it difficult for them to reach safe rooms within the required time after hearing the siren. Given the large expanse of the property, this task becomes even more daunting. While regulations mandate a specific ratio of safe room space to the number of residents, government support covers only a fraction of the costs.
